$division-numbers-inherit — Include division labels in component labels?

Synopsis
|$division-numbers-inherit as xs:string := 'false'
Description
If true, component labels will be prefixed with the label of their
containing division (part, reference, etc.)
In other words, chapter 2 in part I will be labeled “I.2”
if this is true and simply “2” if it’s false.
